Because the point was to make the distant terrain look nice, and give them room to easily add in new explorable spaces to each environment should they ever feel like it. Not have giant empty spaces for people to wander around in. Which is why mentioning this at all in an E3 stage demo was really stupid. It is a neat technical fact that I'm sure the guy and the rest of the people behind the engine were really proud of, but it set expectations that Bungie never had a single intention of living up to since it was never even their goal in the first place.
