So the voice you hear for Toad in Mario Party (which I actually think most international players are fine with because they heard it in that series of games and it's familiar and familiarity and nostalgia breeds perference) is what he is/was supposed to sound like.

I don't know where this gravely voice they use now originated from but it's his worldwide and current official voice.
