The whole point of a model like this is to have a high number of concurrent players and use releases to bring players back so that you expose as many people as possible to your DLC scheme.

Rebalancing all at once with season 2 was a huge mistake because it puts up a brick fucking wall between players who stopped playing and re-joining the game

Making all of season 2 newcomers after Akuma was also a huge fucking mistake because NO ONE HAS EVER GIVEN A FUCK ABOUT NEWCOMERS EVER

It also doesn't help that the season 1 DLC characters were all either totally useless, totally OP, or else balanced but extremely obnoxious and un-fun to play as/against.
