Cloud can block bullets. He's way too fast for Link. Not to mention his magic is better.

None of the Zelda games have an answer for the sheer broken power of Materia. Too many combinations like Final Attack + Revive, Added Effect + Hades, the debuffing abilities of Dispel Materia (DeBarrier, DeSpell, Death), and that's not even getting into things like Steal or Summons.

It's why all the Final Fantasy vs protagonist arguments always end with Cloud winning. Not because he's any stronger than the likes of Bartz or Noctis, but because Materia as a system is so godawful powerful it throws the whole debate.

Link would die again and again and again until he was powerful enough to outskill and defeat Cloud. In an infinite number of realities, Link must be able to pull a win in at least ONE, especially with his experience stacking within a perpetual loop.

The problem with this fight is loadout options, which is why cloud lost in the first place. Link canonically can pull all of his equipment directly out of thin air no questions asked. Cloud has to wear his gear and they only allow so many slots for equipping materia.

Canon, Cloud is a fighter type. He knows how to use materia but it isn't really his bag. He is shown time and time again to be primarily a sword fighter with the occasional elemental offensive magic.

Sword to sword they're probably even, but Link's defensive options are superior. Aside from his magical options, he has targeting and an indestructible shield. Beyond all that, Link has a million other combat options that Cloud can't really deal with on the fly. If Link really wanted to cheese it he could just run around with the pegasus boots shooting arrows, or magic, or bombs. He can hide behind his magical armor, he can deflect spells. Link just has too many options for Cloud to overcome.
