Yes. It's literally like building (color coded) Legos, and there's hundreds of fine tutorials online. There's even services that let you hand-pick the components, limiting the choices if there's incompatibilities. Some of these services even do the assembling for you, and ship you the finished PC.

What comes to the game library and cost-efficiency of PC, nothing compares to it. It's been possible to build a brand new "PS4 killer" machine, a decent 1080p system in other words, for less than 300 bucks for years now. Add another 200 bucks, and you get a great machine for 1080p/60fps, with every extra hundred improving the service life and/or capabilities significantly. I'd never go above 1000 bucks tho'.

It's not very hard, but it can be a bit daunting the first time maybe because you'll need a lot more force to put RAM in sometimes than you would think. You might go "Am I going to break this thing?", but no, you are doing it right.

When you apply thermal paste, put a drop in the middle that is not much bigger than a pea. The fan that comes on top will spread it out. You really don't need a lot of thermal paste and unless you take the fan off you don't have to replace it either, it's only there to fill in the slightest uneven surface
