Nowadays you're either stuck with the same core party and the occasional forced guest, or you basically have no decisions about who is in your party depending on the plot.
With older RPGs it really does depend on how well the game was designed with different party members in mind. Breath of Fire liked encouraging bringing certain members into encounters due to the advantages they may have if you weren't nuking things with Dragon forms, at least until Dragon Quarter sticks you with three core characters for most of the game.
