Short, deep sales weren't viable as long as people would just grab keys by the shitload and then resell them, you'd hurt your income long-term too much. They could now make a comeback. Time will tell.

You can only gift a subscription for X appid to regions that appid can be purchased in.
ie. if you buy a cheap CIS region version that restricted to CIS regions, you can't gift it a US customer
However if say you purchased a key that allowed US/CAN/WesternEurope/Australia/NZ you could buy in US and gift to UK for example.

This is can still be of benefit to Aus/NZ/WesternEurope bros where they share the same appid as US but the US pricing is cheaper
