Because besides Lucina and Dark Pit (admittedly last minute additions that got in due to previously being alts), Sakurai avoided adding semi-clones, such as Lucas and Wolf in Brawl, to Smash 4. Also, Tropical Freeze, her most recent appearance, was still in development when the Smash 4 roster was decided.
