Not really, games like the classic Mega Man were coded close to the hardware so you can use tools like LLVM to decompile the ROM, and convert the code into something human readable and that can be easily compiled for a modern GNU/Linux based OS.
There's a pretty in depth article out there about somebody who did that with Zelda as a proof of concept alternative to traditional emulation.
