Well the whole series is about highschoolers, it's pretty obvious who these games are made for. I was really hoping Atlus will move Persona to at least slightly older demographic after Catherine, but nope.

Also, the way the game presents the story didn't help much either. In this day and age Bond villains and games constantly telling you who the baddies are and how bad they are doesn't really work. Persona games are just stuck being anime, that's what they are, no more no less. I wish they moved on from that, but I guess that's what japanese fans want and what sells these games there in the first place.

Why is it an issue? Nearly every villain they deal with throughout the story is a shitty adult that they more or less have to brainwash into changing their ways. It's not surprising that he'd have that mindset considering that. They count on old time fans buying another sequel of their franchise, while drawing in new younger fans that can easily self-insert into the high school setting.
