Red XIII and by extension, Cosmo Canyon and Bugenhagen were important to the plot. That said, outside Cloud, Aeris and Tifa there really isn't a character you couldn't remove and the plot would be broken from.

Well, funnily enough Yuffie and Vincent are far more plot relevant than the game actually allows them to be.
Yuffie's connection to the turks and Vincent being who he is, they both had the potential to be the most key characters to the two sides of the storyline (political and Sephiroth related sides), which is funny since they were the only entirely optional characters in the actual game.
