As an RPG, 3 was better, but since 3 was barely a decent RPG anyways, I would say 4 is better since it accepts its role as a dumb open world combat game.

I thought this at first, but then I had to realize you had to sacrifice ammunition variety/crafting for this. The Legendary system of rolling to get a decent gun and poor weapon variety made me feel like the itemization was garbage.

as much as i disliked a lot of things about fallout 3, i genuinely had a much better time playing it than fallout 4
better story (relatively speaking), a lot more choices to make in quests, much better dialogue, better perks and having a skill system

I thought what made things an RPG in general was a dependency on the gameplay relying on character stats and dialogue choices. In FO4 there is less of it than there is in FO3 and FO:NV in both the gameplay depending on character stats department and the significantly less and less varied dialogue choices per conversation.

There are 2 ways of looking at it, and I honestly can't say if one's more correct than the other apart from the semantics. It's literally Role Playing, so I can understand why a "purist" would infer the meaning of an RPG being that you assign a role to your character that you then stick to throughout the game. More dialogue and general problem fixing options helps achieve this.
There are also those that believe RPG's means having stats, levelling up, using skills and that sort of thing, and since that's the generally used term I can't say it's wrong either.
But FO3 does have slightly more dialogue options and ways to complete quests than FO4 does, which is why I'd say it's a slightly better RPG, but still not a good one.
