There are actually torrents for GH3 PC avaliable, getting DLC songs can be a pain for it, but if youre okay with the default set list then it actually works pretty well with Windows 10. The game isn't optimized that great, so you may have to play on med or low settings, but it's still bretty good.

I'd also suggest you get GH2 Xbox guitar controllers used, a bunch of pawn shops have them too, just make sure they include the USB dongle too. Co-op/multi works just fine with two guitars as well.
