Both games are kind of on the opposite ends of the spectrum as far as design and story. Horizon has uninteresting and forgettable characters and tries desperately to convince you that the story is worth paying attention to, P5 on the other hand has memorable characters and a story that will draw almost anyone in. Horizon is a generic TPS in a potentially interesting setting with a lot of eye candy never seen in such detail on consoles before, it might as well be a tech demo, P5 isn't anything technically impressive but it has a thousand times more heart and style than Horizon.
