What makes a good RPG?
Separation between combat stats and dialogue stats
Decisions that matter.
Player freedom.
Non-linearity.
Replayability.
Interesting characters.

Actually I think that mix those two facts can make a good resoult, just like Shin Megami Tensei.
Decisions actually having a major impact, and having many decisions, and those decisions being more than simplistic binary choices.

Exciting scenarios with meaningful decisions that let you shape the story and immerse yourself in the character, fueled by a good ruleset and well designed / written premise that supports this.

planescape is an anomaly though, you are not creating a character, you are following a character's journey. there's still many choices to make but the nameless one will always be the character you play as.

Is it possible to make a good RPG Maker game and if so, why haven't you made it yet.
My personal #1 priority is solid character building that encourages varied builds / different strategies, combined with challenging encounters that allow for different approaches.
A close #2 is lots of optional/"secret"/hidden content that encourages exploration.
A lot of people talk about branching paths, decision making etc, but I have yet to encounter an RPG that really does this well so I consider this aspect to just be a bonus.
