Officially yes, Ono claimed that it's in the process of being heavily reworked from the ground up, basically. This was about 2 years ago now, though.

No one really knows what the deal actually is, though. Common theory seems to be that it was canned on the downlow and its assets cannibalized for future MH and/or DD games.

Deep Down died with Panta Rhei, only reason it existed was to test the engine while they were making it.

The moment you saw "RE engine" for RE7 is when you should have lost all hope for Deep Down.
