This, basically, if the reports are any indication. Since they don't really have any set projects or top-down management, people just fuck around with things they think are interesting and 99% of those never grow big enough to warrant a release.

Pretty difficult, at least for a typical game dev. Valve now have a very different set of requirements in terms of background, experience, and specialties than other developers.
If you're an established open source developer though your odds are pretty good. Valve has been hiring them like crazy.

Valve employees have been very active recently in submitting patches to open source projects, which seems to be what Valve have hired those particular employees to do. So its not every Valve employee, but a lot of them now have their work on projects like SDL, Mesa, and Wayland out in the open for anyone to see.
