It actually doesn't, the NCR doesn't even have enough resources to properly support its own population, relying on its ideology of expansion to secure resources to sustain themselves, to the point where if they ever stopped, they would devour themselves. Throughout the game, you constantly discover information showing just how sick the NCR state has become, whether its the government using its soldiers for aggressive wars of expansion, all the while ignoring the security problems they've been having within their territory, or their willingness to use whatever dangerous methods they can find to obtain powerful technology to support themselves, regardless of the consequences, Vault 22 being an immediate example of this. Give the NCR any kind of major internal conflict to deal with, and the republic will tear itself apart.
