This issue is addressed at the end of the storyline when you meet Darko. The so-called "armour piercing question" posed during that mission, when Niko snaps at Darko for betraying him and his friends for $1000 is "How much do you charge to kill someone?" and Niko is explicitly called a hypocrite. Well they don't have to make it an exact copy of the city, but more of a general northern place. One of the things that annoy me about GTA IV and V is how the cities are pretty much exact replicas of the city they're based on. If Rockstar where to combine a lot of elements of different Northern cities/regions i think they could make something really good. Then again maybe I'm just a biased Scouser who wants to see Liverpool in a game for once.

GTA V had one of the best reveals I've seen. No embarrassing E3 demonstration, no interviews, no dragged out buildup, just a week-long countdown and a trailer. Everyone flipped their shit man, it was great.

Well, GTA V was the first Rockstar game featuring multiple "main" characters with their own background and stories. So in a sense, if it's a bit shallow and uninteresting it's not the end of the world.
