VN is a method of storytelling. They can be games if they have gameplay (Rance, Kamidori Alchemist) or just an interactive story, like the stuff made by Quantic Dreams.

VN isn't a gameplay in itself, but turn-based combat or whatever minigame that vidya decided to include is a gameplay. You can say VN is the non-gameplay part of the game it's in.

For example I guess you can call Rance a game. But a VN only software is not a game.It's an interactive novel.
