ah, well I don't remember. I know for sure the VC version is full english which (to my knowledge) is just the japanese ROM.

Even if it wasn't, the game is voiced entirely in english and the only japanese should be the menu

For the English Virtual Console release, menus were translated from Japanese. It's still fully playable even without that though, of course.
