Not entirely true. For better or worse (mostly worse), enemies often have dark souls 1 poise for some fucked up reason. Not even bosses, which would be understandable, but just your average mid-sized enemy.

What you describe is called hyperarmor and player has that too, try some heavy weapons.
From mobs it's really visible on braisuckers whose flailing combo is basically uninterruptable with normal slashing, only with parry.
