Mark my words, he's Vega.

Vega's face got mutilated at the end of SFV and the only way he can live and breathe is through the use of that mask. He's still aware of who he is "I am...abomination..." but he's acting as an agent/assassin for the remnants of Shadaloo in Third Strike.
