The vaults being experiments was established in Fallout 2.

Most people weren't expecting an actual nuclear war. They were scared of it like in the Cold War, but no one actually expected the apocalypse. Vault-tech didn't either, but the time was ripe to make some money and perform some social experiments. However, the Enclave and other deep government organizations were pulling the strings and supplying cash and land. The Enclave actually was prepared and expecting a nuclear war, and having those vaults under their control in secret would help with their future plans. For example, they had one vault to test their FEV virus because why not?

And of course, some Vaults were legit with GECKs to colonize the wasteland.

Also, I've heard a theory on /v/ that there nuclear was was kind of incidental, like, they went their full peel with these experiments, and figured they'd carry them out, but that the war wouldn't actually come. Most of the Enclave populous where killed off during the destruction of the oil rig and war with the NCR and Brotherhood. Leaving too little for them to even have a fighting force in the east. The east coast may be shit because of the conditions the people live under while other plaves have access to more resources, technology and knowledge to rebuild.

The Brotherhood didnt suddenly turn to white knights. Originally a group was sent to the east. This is the group we see in FO3. They decided to start helping people, splinter off from the main group and abandon the ways of the codex. However they still deal with dangerous tech. Some members of said group disagreed and tried to get back to their original mission. Some people within the brotherhood just had different views is all. It would be boring if there were no smaller groups splintering off to pursue their own goals actually. The Eastern Brotherhood is one of the few things FO3 made enjoyable for me.

Hope you know all these streams and webms and shit are unpatched version of the game.
This is a sad world we live in where day one patch is a thing but it is.
I'm not saying its going to be immensely better, but shit like enemies spawning behind you and walking into walls will likely be fixed.

The story of fallout 4

People were kept in cyro sleep as perfect samples while being cloned to test how would each generation react given similar circumstances. The raiders stole your son as you were put back into cyro after being cloned. Turns out the son that was stolen was a clone. Your son later escapes the raiders and leads the slaves in a rebellion. You spend most of the game searching for him. When you finally do, you realise he is dying due to a disease that affects clones and the only way to survive is to give him your perfect dna or some shit but that would mean you would die. So there are two ending, you kill your son or you sacrifice yourself to save your son.
