Because the creators themselves draw them and are shit at it. To hire a team that is actually good at 2D graphics and have them create a full game is much more expensive than just modeling it in 3D because they have to draw every single frame of animation, which is ridiculously expensive and time consuming, while 3D you make the model and animating it is not drawing it in different positions but merely posing it in different positions.

That's a dev incompetence thing really, not a cost thing. Nothing that can be done about it. Western devs at the mid- to low-end are much better at graphics than the Japanese with some exceptions like Vanillaware.

And marketing is usually either included or separate from the whole budget for movies so you can see if the movie made the original budget back. Everything outside of the initial goal will be used for the different benchmarks and then anything leftover will be pocketed.

Agreed. Plus a lot of hand drawn art/animation tends to be really uneven in quality throughout a game, and you see a lot of assets being repeated too often for longer games. Games like The Banner Saga can quickly go from feeling like a Disney film to feeling like a cheap flash game in a matter of seconds.

I forgot the fucking word for it, but basically it can be really easy to see where and when the developers put a lot of effort into the game.
