Practicality isn't important for games like that. You should focus on making designs interesting and unique and recognizable, not 'practical'. If you start designing all characters as practical then they all end up looking the same.
Dragon's Crown is a stylized game with an out-there combat system. Its style necessitates equally stylized and out-there designs. The only time you should shoot for practicality is if you want realism. I don't give a shit if Shinobi's long red scarf is impractical, it looks fucking cool.

Not separating cities and houses into cells, the list goes on and on...

The Population doesn't matter in a beat em up, you're objective is to beat the ever living shit of your enemies in the most fun and interesting way possible, the combat is fine for a beat em up. I don't understand why thing pushing realism is even important. Are people not allowed to have unrealistic qualities to games? Especially to games inspired by games that are very similar.

To be fair, there are plenty of muslim women who much prefer to be covered.
