Achievements are 100% on the developer / publisher. Blame the eggheads that thought adding multiplayer achievements to a single player game was a good idea.

For the timer thing, I've never really had the problem that games don't close proper. But usually I get some idling in there, one way or another. It's just how it goes. But it doesn't really matter, does it? If you're really worried about it, just check the library page for the colour around the profile icon. Blue means online, green means in-game. Then you'll know if it bugged out or now.
