Three can pop up at a time, and choosing to view one and exploring in a certain direction can lock out seeing another.

It's a Final Fantasy game. They always have something that takes reading a guide to get. Like Augments in FFIV or the Zodiac Spear in FFXII. Or half the GFs in FFVIII.
