It's cute animal-eared girls doing cute things but there is pretty major development between a tomboy and femme. It felt like it would go from strong subtext to text in latter volumes but I've never seen the raws so I don't know for sure.

Those 2 volumes were from when it originally ran in Yurihime S. The new series, in Comic Birz, although it's a direct continuation, is a bit different in feel, less romantic and more episodic supernatural tales and comical.

When Yurihime S ended, Amano had a blog post about why it didn't continue and it was basically that she was too busy with the Gosick manga (Gosick was getting an anime around then) to also switch to a bimonthly schedule (from quarterly) for Konohanatei Kitan.
If it had continued in YH, it probably wouldn't have changed tone.

It was a manga that ran in Yuri-Hime S for 2 volumes under the title Konohanatei Kitan and ended when that magazine died. Later, when the mangaka wanted to restart it, she struggled to find somewhere. At least one potential place would have run it if it were changed to have a male protag, but the mangaka didn't want that. But years later it did restart, in Comic Birz with its current title Konohana Kitan. The new series is ongoing with 5 volumes out (in addition to the earlier to 2).

It's not 'no yuri', it's 'less yuri than it used to have'.
It never stopped being yuri, and it's also been a bit more yuri in recent chapters (although that's further than I'd expect the anime has a chance of reaching).
Latest chapter was a Natsume x Ren one, Natsume introducing Ren to her family, with Natsume's niece being jealous of Ren, and Natsume being jealous of Ren being a fan of Natsume's mother (a kabuki star).
