The premise is that they are all in a big war-like competition. Part of the rules is that each school's sensha-dou team is supposed to speak the language of their shcool. In case of Saunders and St. Gloriana, they speak English. Pravda speaks Russian. I mean these are high school girls driving tanks, it's not really a big leap to cram a bunch of language study during 3 months of preparation.
Kuromorimine's theme is German, so they speak German. in Tea and Cola we saw French, Italian and some other languages too. All NON [dialogue] is basically Japanese but presented as english while all [dialogue] is the actual language and presented as such. It just happens that the first fic picked both English schools so the [dialogue] is English too.
The other fic uses {dialogue} after the first chapter to signal that it's still german but written in english for readability reason.

It's not at all out of character for them to speak another language since the rules dictate it and they had months to prepare for it.

To me it feels like a natural evolution of the whole sensha-dou sport. Their existing leagues were rather limited and while popular, lacked the mass appeal other sports have, especially overseas. They learned how to operate tanks, tactics and many of them have distinct personalities revolving around their position in Sensha-dou even.
The normal japanese schoolgirls are just that in GUP as well. Normal. They go to school, maybe play lacrosse or soccer or volleyball. Sensha-dou is a rather extreme hobby but since the series revolves around it, that is not as obvious to us.
You have to consider that these schoolships are not all the japanese schools, there's bound to be tons on the main land where no tankery happens it looks like.
So by all accounts, the sensha-dou club members are already pretty hardcore outliners. And it is easy to underestimate how much there is to learn about a tank since the series pretty much dashes past that and gets right to the action. Especially the tank commanders, drivers and radio operators.
Learning a language in 3 months when they learn how to operate a tank in a matter of days, maybe weeks, is really not that unusual. It doesn't say that they are all perfectly fluent either. Ooarai for example didn't have to learn a language since they are Japanese / too mixed, so they had individuals learn a different language to act as translators if they met another school that was friendly.

First, almost none of the girls, if any, have a driving license, automobile club most likely included. And you generally need that. Driving a tank is also much more complicated than driving a regular car. You need to account for the far more limited line of sight, the massive bulk, weight, terrain conditions, engine specifications and so forth. Those are all thinks you have to take into account.
Radio operator, gunner and commander are all jobs with their own complexities. Loader is the easiest among all of them, all things considered and still not as easy as the anime makes it look.

And then they take it further. Not only do they just operate a tank, they do so in combat conditions and win.

All of this is easily overlooked because it is easy to not know about it. Everyone has at least heard a different language, seen a different language or tried to learn a different language before, and so they know it is difficult.

But applying these different standards to one very_hard_thing and another very_hard_thing is basically bogus. If they can operate tanks that quickly, and pilot aircraft in some cases (Saunders), then they can learn a language.
You can feel it is outrageous and unrealistic, but then you have to admit that everything about GUP is unrealistic and outrageous.

Finally caught up with the spinoff fic. There was a lot to unpack there.
- Anzio is clearly playing all the sides against each other
- There is almost no one left that isn't involved in the big world war 2 setup

Relationships wise, Noriko is doing her best to make her relationships work, all the relationships except the Nishizumis' and apparently Caesar's are the worst hidden secrets ever, Hana, Mako and Erwin seem to not be making any progress with their relationships and the Nishizumis can't find a break to finally have sex.

I can infer what they are saying (outside of chapter 1 anyway and that was fixed) easily since there is almost always text next to the foreign language that references the dialogue well enough.
I can see how it would be a small annoyance, but that's really it. A small thing. It's on the level of the occasional typo for me. You're not missing anything important if you can't infer from the flavor text next to it.

We take it for granted that stick-figure-thin schoolgirls can lift tank shells and wrestle with steering yokes all day, and that a 25-ton tank can speed around corners with all the agility of a sports car in Grand Theft Auto. It's fine to pepper spoken dialogue with occasional foreign words or phrases like "Panzer vor" or "Scheiße". Thus, it’s an example of poor writing since it simply gets in the way.

I think that fanfic writing should be, foremost, fun for the author to write, and if the author really believes that they help the story she’s trying to tell, then she should go for it. I simply think it’s an idea that would’ve been better off left on the cutting room floor.

As a general suggestion, it's better to reserve untransliterated text for signage, documents, and other uses where characters aren't speaking it aloud. Spoken dialogue needs to be transliterated into the story's native alphabet.

The reader should be able to imagine the sound of the foreign words, even if they don't know their meaning. They can't do that if you try to make them 'hear' a string of unintelligible glyphs.

I can talk to her about "other characters" but the guy paying for the Ooarai side of things probably does so because he wants to see Miho and Maho. I'unno how much this is up to the author.
