I doubt the entire premise would really work with a girl in mind. The Kamoshida storyline would be changed with Ryuji and Mishima being the only ones getting expelled while FeMC would be put on Kamoshida's to rape list as alternative of being expelled. And that is assuming the entire thing doesn't already fall flat at the beginning because no one would believe an adult dude got his shit beaten out of him by a little school girl and considering what an asshole we're talking about her he'd rather blackmail her into sex too.
And of course the part where she would get her face punched in by cops would be a major no-no if not Japan then in the West.

It's not entirely untrue that the whole "gets sues for assault" part of the plot falls flat for a female character.
Everything else is just a matter of "workload". P3P worked because the game was basically just a visual novel for most of it, so they only needed to worry about a battle ingame model for Hamuko and the anime cutscenes were replaces by stills too.
After that it was just a matter of writing some new SLs and there you go.
That of course wouldn't fly for P5 since they couldn't just cheap out like that so that would mean new animated cutscenes, new animations, some different social links to switch things up and of course this time they couldn't rely on stills so they would need to redo all the anime cutscenes with fem!Joker.

A lot of people like to actually have something to go off of when they make a ship for characters.
It's not exactly fulfilling when your reason for shipping is based entirely off of appearances.

Yukari and Mitsuru aren't canon lesbians and they can both be love interests for the male protagonist, but people still like Persona 3 for yuri because the franchise gives so much to go off that you could easily see them being in love.

The most yuri in P5 comes from Ann and Shiho, and Shiho is a character that only makes one non-story related appearance after the first dungeon.

You're correct about Atlus not being obligated to making gay characters, but it's disappointing that such a great game franchise sacrifices so much time to pander to haremfags.

Hey /u/, there's something I've been wondering about. Where's the subtext between Naoto and Rise that I've heard about? Certainly half the female population of the school is leaving love letters for the Detective Prince, but the only thing I caught with Rise specifically is pic related, which was more of a group effort.

This. Giving all party members social links was a mistake, because it led to a situation where all the friendships center on the MC. Persona 3 was much more elegant in how it spent a lot of time developing the relationships between the party members, to a point where everyone aside from Aigis had someone they were much closer to than the MC. It made the whole thing play out more like an actual story than a wish-fulfillment fantasy.

One of the reasons why I love P3 the best out of all the Persona games. Though Aigis did get rather close to Yukari during and after FES which is shown in the P4U2 epilogue. She's close to Mitsuru and Akihiko, too. Overall I think the P3 cast has the best dynamics and strongest bonds.

This. The main character doesn't need to be front and center in every conversation, especially when every other character is more interesting and your choices don't matter anyway.

I don't like the feeling in 4 and 5 that the teams would just fall apart without the leader, and that the group dynamic is hinged upon them.

In Persona 3 the operation had already been going on for years before you joined, and continues to do so after your gone. They make you leader because you have the Wildcard ability, but they don't worship the ground you walk on. Junpei actually resents you for being talented because it makes him feel inferior, and I think that makes for a more interesting team.

Remember that scene in Persona 5 shortly after Makoto joined, where she and Ann are by themselves having a moment? I would gladly forego the game constantly stroking my ego to get more scenes like that.
