Aki actually refers to Kat as the "one Raven's waiting for." But Raven only goes to Aki's after Bulbosa suggests that she go to the fortune teller and "ask if love is in the cards."

Then there's all the other characters talking about their relationship, and Raven describe losing Kat like having "half of who you are torn away from you." On top of all the other shit the two do for each other in the game. Ending all but confirms that shit as canon.
