Yuzumori is, for the most part, the one pushing for the physical thing. The kid is in total control of the relationship, the one making the moves, and determining how far their relationship progresses is Yuzumori, not Mimika.
Everything goes at her pace. Every "physical" moment they had so far has been initiated by her. Mimika is far too scared to touch her, it is always Yuzumori that touches Mimika or ask for physical contact.

It doesn't matter what Mimika wants. We have known her feelings and desires from the very beginning, and so has she, yet she did not act on them and has been actively trying to suppress them. She won't be the one to act. She never is, she always stops.
The key element here is Yuzumori. She was the one who started the relationship and she has been the one dictating its pace. From the moment they met everything that happened between them happened because Yuzumori made it happen.
Of course Mimika's sex drive is stronger, Yuzumori is just a kid, but the last couple of chapters have been fleshing out Yuzumori's perspective on the relationship and have shown her slowly coming to terms with her feelings. And as she falls in love with her more and more she has started to demand more intimacy.
I think that only recently Yuzumori is in a place where she is comfortable enough with her feelings to kiss Mimika in a meaningful way and thats why they haven't kissed yet, not because Mimika didn't want to but because Yuzumori did not have a reason to do it. As her love deepens more and she better understands what a relationship is she will start demanding Mimika to fulfil her role of girlfriend more and more.
Their first kiss, and their first time, will not happen because Mimika is horny and can't hold it anymore. It will happen because Yuzumori is horny and Mimika won't be able to say no. It is only a matter of how long it takes Yuzumori to be able to become horny.

This manga's pretty fucking intense. Should be called "Passion of the Yuri". I cant fathom how the prot can resist the temptation when she clearly wants to fuck her loli.

Most yuri periodicals have died, most recently L Girls, even with no real competition for yuri ero manga. Loads of good manga, including Ejima's Hyper Girls Battle Orgia get cancelled. It ended because it was cancelled. Cancelled manga will normally get some time to try to wrap up. Ejima thought she might have to do a Their Fight Goes On ending but found a way to cram an actual ending to plot in, but it was clearly rushed.
