It's really curious how they've had more than one teasing moment together, even if they just happen in the extras and not actual chapters. There was nothing stopping Matsuri from proclaiming Yuzu as her girlfriend to Nene instead of Harumin, and yet Saburouta deliberately made that decision. Very curious.

As much as I'd love for it to happen, I don't know how it'll play out. But considering Harumin's the only one (sans Mei) to see past Matsuri's manipulative nature, she's already got a leg up to stand as an equal to her and not a plaything.

So, she was going with the flow and played the doll for Yuzu.

Now, this isn't because she's broken or anything, but she's just very, very immature when it comes down to relationships and especially when it comes down to love, since her father never gave her enough love and abandoned her. Even her grandfather, who seems a good man, is rather stern and not too affective. So, it's understandable that she doesn't understand what's going on or what she should do.

At the beginning of the story she could take or give a kiss without making a deal out of it. In fact, she seemed to place close to no value to a kiss that she could just do it without actually feeling herself involved.
Her attitude wasn't even limited to just kissing, as she told Matsuri that, during the forced date she was sent to if the guy decided to have his way with her, she would have just gone with the flow. So, her approach to sex when she offered herself to Yuzu was probably the same - i.e. she placed no value to it.

That being said, as she is now, I doubt Mei would approach a kiss or sex the way she used to. For example, if she was the same person she was at the beginning of the story, I'm sure she would have kissed Sara when she asked for a kiss, but Mei actually turned her down.

I'm still surprised how much Yuzu accepts of Mei. She's close to a saint, considering all she's done for her and what she gets from Mei is very little (but what little she gives is great). Though I understand Mei is going at her own pace since she clearly has no idea how to proceed (as illustrated by how she decided to stick with Yuzu's silly manual), Mei does come off as cold far too many times that I'm surprised Yuzu loves her as much as she does. I think anyone else would be put off by Mei's cold attitude.

Mei's slow development is due to how her character has been established.
She was raised to be stern. She was raised to be inexpressive. She was raised to be cold.
She was raised with very little affection.
Her father seemed just like her until he became a hippie.

Mei yearns for love and affection, but has no idea how to react, what she should do, how she should express herself. And to top it all, she's gay. So, everything is possibly quite confusing for her. At first she didn't want to deal with this, now she's taking it at her own pace, and she's little by little accepting her feelings for Yuzu.
