this last frame looks very, very het to me. especially because right before it lords of Heterosexuality Rio and Felicia are reflecting on the futures of their gay babies. the "Until that time" is in reference to the world potentially ending, not Rio being yanked back to her political obligations.

This is indeed the purpose of a political marriage, but that doesn't tell you how it's supposed to achieve this or why it is considered a good way to achieve this.
There's a reason it's always been "political marriage" and not "political friendship vows" or whatever. If throwing a nice ceremony and having both names on a piece of paper was ever considered enough we wouldn't have had political marriages in the first place, because treaties could already do that just fine.The single most important part of a political marriage is and has always been the heirs. What is actually going to make the alliance isn't the marriage itself, it's that both families' power and influence will be merged via inheritance in the children the marriage is expected to produce and their descendants.

So yes, Rio might have her own purpose for marrying the emperor, but you can be sure that the emperor's purpose for marrying her is eventually having a child of his own on the Helvetian throne. This is also why any child the emperor might already have with his other wives doesn't matter: they're not Rio's children so they don't have a claim on the Helvetian throne. In the end Rio not having a child with the emperor at some point is a surefire way of making the alliance collapse.

I'm not the anon who claimed Rio was pregnant at the time, but even if she was it wouldn't be surprising that she was allowed to go back home. Assuming the emperor already has children with his other wives, any child he might have with Rio would not inherit the emperor throne but only the Helvetian throne. As such raising the child at the emperor's court away from Helvetia could harm their claim on the Helvetian throne.

The way I've always interpretted this shit is that the writer didn't understand the finer details of a political marriage but needed the alliance for plot reasons and wanted Rio home to complete the family unit he made.

Not like childless political marriages didn't happen anyway.
