Most aimbotters will use Zarya, Soldier, Tracer, McCree, Widow and Hanzo. Any character that can basically do the most hit scan damage from a distance or even do one shots by having good tracking or aim. Projectile heavy DPS like Pharah and Mei don't benefit from aimbotting, and Sombra's spready it terrible even if you're aimbotting it doesn't help.

Hog isn't really getting nerfed, more like fixed. I guess people had finally had enough with those bullshit hooks. And there also was a bug where a properly hooked enemy would get positioned to the side, so they would just walk away as soon as the stun ends.

I seriously hope a miracle happens and for the first time ever the PTR changes wont go live as they are because that "nerf" is just running her to the ground once again.
Sure, take some health away, people already suggested on the previous PTR patch that 500 would be fine, but 90% of the problem with the tank meta was how Ana could keep them alive really easily, and D.Va with her enormous hitbox can already be melted in seconds. Taking away her armour, nerfing her damage and shadow nerfing the DM is a fucking overkill. And since Ana is getting nerfed too it would be nice if they didn't put D.VA in trash tier again because, jeez, she sure spent most of her life there so far. Typical Blizzard.
Meanwhile Soldier remains untouched and will become even more unstoppable

Like said above, the tank meta depended on characters with big health pools taking a great of advantage of Ana's healing granade. Since they are nerfing that, and from what it seems they are making Roadhog and D.Va useless too, there's really no need to Soldier's ridiculous damage output. Especially if there won't be D.Vas to shut him down anymore.
And even with the tank meta, one character outperforming all the others in his category isn't right anyway.

That's why I also mentioned harassers. Pharah might work well against tanks, but her usefulness against Genjis and Tracers is doubtful, and two Pharahs dueling in the sky can go on forever, unless one of them can aim very well.
S76 can deal with both problems, should they arise. And if a 3/2/1 with S76 goes up against a 3/2/1 with another S76, he won't make a giant target out of himself, unlike Pharah.

They need to move away from the tank meta first to allow more DPS slots, and then nerf S76 so he isn't an ultimate solution to all problems. Doing it the other way will just switch him and Pharah (or McCree) but won't fix the lack of variety in picks.

Blizzard said before they don't want to repeat what happened before when they overnerfed McCree and Widow, so they'll try to make smaller changes instead of rolling out gigantic balance patches with a fuckton of simultaneous changes, making it impossible to fine tune anything. If D.Va's nerf will shift the meta away from what it currently is, they'll most likely implement a nerf to Soldier's damage output next.

I don't usually believe their lies, but Jeff seems passionate enough about the game to not fuck everything up like their WoW team did.

Tanky shotgun with hooks and an ult that charges in less than a minute because of the self-healing. Nobody in their right mind picked him with the intention to abuse the broken hook, it was just a thing that happened on its own.

I don't consider two changes to the tank meta "a fuckton of simultaneous changes". It would've been a fuckton if they nerfed Reinhardt's melee range, Zarya's charge build up and Ana's anti-heal as well, because then it would've devolved into a clusterfuck of changes and adjustments.

Bug testing. They very rarely make changes to patches after they hit the PTR. That's just how things work; it's the same with other Blizzard games. And yeah, it's extremely stupid, because sometimes (most of the time) it's easier to not let the patch go live than to let it and then work on implementing another batch of fixes.

In that case, yes, they may be overnerfing D.Va. There's a chance they'll roll it back if she experiences a rapid decline in representation in competitive games, though, although I'd rather them just not let her nerf out of PTR unless they're sure she isn't going to become bottom tier.

As far as the lines go, we got New years resolutions lines for most people even though there wasn't an official New Years event. I can sympathize with the sentiment, but I actually liked or tolerated that rule because it was a stopgap against shit like this from happening which actually hard invalidates pairs instead of just keeping everything in a sandbox limbo for people to play with. I think Reaper also has another one that might just be old or never implemented. Regarding the accelerator, first Chu said she had to be in a certain range of it for it to keep working, then later the next day he clarified that Emily's apartment and Winston's lab have special tech to keep her stable while she was in those environments, this being the base hub thing in the background of both panels. The big change was that she doesn't have to wear it all time, the rest was just establishing the new rules, which I welcomed since we finally have SOMETHING solid to go on for once.

As far as "No heroes" rule, a lot of people like sandboxes. Just look at the Bioware fandom (But not for too long, those people are scary). I wouldn't mind the no heroes rule myself if they actually stuck to it, but they aren't, and that creates all kinds of drama.

Alternatively in Oasis, you are shooting up a luxury hotel and a university, and much like the other control maps you seem to be doing this for no real reason, while in assault/escort maps there's at least an objective to seize or a function for the payload to perform, like the EMP holocausting the Omnic population in King's Row, or Doomfist's gauntlet getting to the museum in Numbani.

So you know, getting banned from the city's hotspots might be kinda shitty.

To be perfectly honest, I did not mind that rule. I liked the idea of it even. I assumed they are going to give characters development / subtext but leave people free to interpret their relationship as they please and wont't pull some shit like Gency suddenly happening. So even if Tracer starts spending time with Lucio, the canon won't suddenly go "they are actually in love now" or some shit.

Trying to sink two most popular femslash ships is definitely not a good idea from the business perspective.
Sure the game is too big to die without the fan community, but it's still a huge part of their audience and the content created often works to get new people into their franchise.
So it would be the best idea for them to leave everything out in the open.
