You're mad. Sumireko is super-humanly strong and fast. Tokaku was at a disadvantage the entire time, both in the manga and anime. Hubris is the only reason Haru was able to survive and defeat her.
Otherwise, she's head and shoulders above any of the others.
Your list has other issues, too. Chitaru is a better fighter than Otoya, Kirigaya, or Shinya. And Nio should be no higher than third from the bottom. He mind control worked on otoya because she's already mental, but against someone like Chitaru, Tokaku, or Haruki, it wouldn't work, And without it, she's basically Kirigaya's size with a little more fighting skill.
And Kouko isn't that weak. She's at least a better fighter than Kirigaya.
