I haven't read the novel, but I don't think it's contradicting anything. Right now they're still working as magical girls within their district as the organization ordered. SW is asking Ripple to train her so that she could eventually destroy the system, presumably by accepting to travel to the magical world under the guise of obeying them.

The anime did a poor job explaining the point of the whole thing, yeah. Idk if it's clearer in the novel.

For now, my understanding is that the magic world needs high quality magical girls. In order to select these girls, they first recruit the "masters" who have free reign on determining the kind of examination. Some masters choose peaceful methods, some are more twisted. Cranberry chose a battle royale, and thus Snow White's batch had to kill each other. The chosen girls will either become a new master or be dispatched to the magic world to assume other responsibilities.
