Basically, yeah. You need to use her flight ability either to quickly get away from danger or to gain advantage by getting to the higher ground in order to sneak up on the enemy team or take out a high priority target (Bastion, turret, half-dead support or tank). Other than that, she's just an alternative to Junkrat with direct long-range fire instead of bouncing grenades. Only her ult requires a lot of coordination and/or luck to really make an impact.
She has her uses, but it's hard to utilize all of her kit properly, and most of the time her role can be performed more efficiently by someone else. Flanking a distracted enemy team and ulting into them from behind is priceless, though.

If we're talking tumblr then it's obvious why, c'mon. It's not because her background is not interesting enough or whatever. It's because she's not involved in any popular ship. And people won't bother writing fics about one character only or focusing solely on just one character if said character is not involved in a (romantic) relationship. Because let's be real, if she were involved in a popular ship, fic writers would be popping plenty ideas into stories. With Hana being a celebrity, a gamer, a soldier, etc. there's enough ground to explore, that really isn't the problem.

Everything about Widow's character screams 'sassy cunt'. Her being kidnapped and brainwashed isn't emphasized a whole lot and you could say it was just a plot device "for her to be on the roster". And yet Eng fandom manages to explore her persona in a non singular way.
It's really partially like the anon said, D.Va not being in any popular ships (as far as fanfics go at least), which again comes back to fandom refusing to ship her because they see her as the group child. Partially it's just because.
Now you aren't totally wrong as Blizzard definitely isn't doing much to change fandom perception, going as far as encouraging it even. Her comment about Eichenwalde is the first time she's said something serious that refers to her past and growing up inside a war-struck country. she has some of the least amount of content to work with. no comic, no large presence in a short, and most of her voice lines are just a reference to her gamer girl persona. there is also very little tying her to the rest of the cast.

as an example, it's easier to write for ana because she has connections to most of overwatch, her daughter and even widowmaker.

i say this as someone that's working on overwatch fic. unfortunately, canon-hana doesn't grab me at all, but that's partially personal preference. she does have some great fanart. blizz just hasn't given her much depth yet, which is a shame because she does have a lot of potential. i've read a couple fics where hana was part of the roster and the author delved into giving her a more fleshed-out personality and it worked well.

i thought we were talking about hana's characterization, or rather lack thereof, in english/western works. and i'm saying there may just be a difference in her overall appeal to the eastern vs western audiences. while making jokes.

i think we agree to an extent though, that this has a lot to do with blizzard just not giving hana enough attention or personality outside of her gamer persona, and failing to give her meaningful interactions with the rest of the cast. she has potential to be so much more, so maybe they'll work towards it.
