Might as well bump this. The other thread is almost off the board.

A young daughter of a minor noble is travelling with her retainers between the courts of various lords, trying to arrange a match for her because her father needs allies.

They pay a courtesy visit to the palace of a highly prominent archduchess regnant, a few years older than the girl, but much more experienced (she's had to rule from a young age, after the deaths of her parents). The archduchess seduces her and offers her (significant) support for the girl's father's problems if the girl stays in her court as her mistress. (It's later revealed that the archduchess wanted an excuse to extend her influence to near the girl's family's territory, and it being a gesture of support for a "good friend" is just convenient justification.)

She's then pulled ino the archduchess's intense personal ambitions to unite and reform their fractured realm, and starts to take a more active role in the courtly and diplomatic intrigues needed to advance the archduchess's reforms and further her ambitions. Along the way the archduchess starts to realise that she's more than a pretty face and starts moving from lust to love as the girl becomes more essential to her goals. Of course, they have to contend with all sorts of antagonistic dukes and princes, as well as general stigma against female rulers and the constant threat that their relationship could be used against them.
