Not the character Hans himself specifically but certainly his position and potential role in the story. The author had a chance to do something intresting and somewhat clever. They could have depicted the relationship of Anna and Hans as a sort of a twisted mirror of the usual incestual Elsa and Anna shipping. They could have gone meta and forced the rose-tinted glasses of the readers off and made them face a darker, perhaps a more realistic take on this with real and grounded consequences, all the while still delivering a cute-as-fuck Elsa and Anna story which would guarantee that the story would be read by the target audience.

All the pieces were there at the beginning and when I first started reading the story, I was sure that this is what they were going for. Now, however, it's clear that it's just more of the same old with the same faults and cliches, aiming for the bar instead of the stars. Whish is fine, it's just medicore instead of exceptional.

I think there's like, one fic that mainly was about the main couple and even it had times when it cut to other characters outside the bubble and it broke the bubble for a couple chapters in the end.

Also I just find fics that are just the couple, even with good reasonings for it, to be kinda boring. Plus the ones that do use the supporting characters often fail to grab some characters that I feel should be included but never are in some fandoms.

My complaints only extend to works that actually have significant male casts involved and have the stipulation that they don't get slapped with the same bullshit roles they usually end up in yuri works. So I wouldn't be too pevee if say a Madoka fic didn't really get too much into kyousuke (unless the fic was centralized around a Sayaka and worked with her getting over him and pursuing another person such as Kyouko) or Madoka's dad and brother. However in Frozen we have Kristoff and Hans, who are both major characters in the work, and really should have some involvement and/or mention depending on the exact story being told in the fic.

But aside from few pocket resistances (to be fair they did grow as occupation continued), they ended up being the country most complicit with the rounding up and deportation of Jews. Some of the countries invaded by Hitler were more than fine with it. It was the ruling governments/royal families that either claimed neutrality/resisted, then fled.
