Nobody. Charles Dance was born to play that role, really. There are certainly better actors than him, but Charles Dance was just the perfect Tywin through and through. I just wish the show delved a little more into his motivations and character, but at least D&D didn't fuck that up too much.

Although the scenes weren't terrible they were uncharacteristic to Tywin as I don't see any reason for Tywin to care about some peasant girl, let alone spend time and converse with her. Furthermore, it made Tywin stupid as he was too stupid to realize Arya was definitely hiding from something.
