Im not sure and im probably wrong, but I think the dogs were supposed to symbolize people completely turning against life and god and litteraly turning into "demons" or actual dogs. Pretty much. The dogs, as one of the twin kids in the pilot says, just reverted to their primal instincts. People started to do the same thing as the world started going to shit.

The difference with humans is that we are able to progress because we find some sort of purpose, whether it be religion, spirituality, family, etc.

But after the Sudden Departure, it all just went up in the air. The series was about people attempting to make sense of something so inexplicable and find purpose again.
