It's a film no one asked for with a full white british male cast that is not a remake/reboot/prequel/sequel with almost no dialogue, but Nolan made it because he wanted to out of passion/desire to make it, not because some studio exec calculated the current market demand.

But no matter how much he wanted to make it, it would be simply impossible to make it without a budget like that. Fincher wouldn't be able to shoot 50 takes per scene without the money. Kubrick also. You heavily underestimate how much money does the production of a film actually cost, it can't be just a hobby.
