Film is a visual medium, narrative is only one element so you are factualy wrong.
Fury Road, Sicario, Dunkirk all have a bad/mediocre story, but because of all the quality of other elements they resulted in good/great movies.
Even most Tarkovsky films have a pretty simple script if you take it just as a story, but because of his great non linear poetry-like execution they are considered as one of the best films ever made.
