The Elder Scrolls world is too different from the GoT world to say for sure. The core of GoT, soap opera-politics with lots of sex, doesn't really work in the context of Elder Scrolls with its different races. An elf isn't going to bang whatever those lizard people are called in a moment of grief and passion.

Skyrim is so shit compared to Morrowind and Oblivion. The gameplay isn't bad but the story and the setting are just awful

I think the opposite - the combat system in Skyrim is shit. There is NO feedback when you attack something, or parry. The mobs don't react to your spells or attacks at all. It's the worst fucking dreck, i can't get into the game because of it. Fallout 4, despite almost every aspect of the game sucking major dick, got combat right.

A mix of those 2 franchises? Oh boy, you're gonna LOVE Bethesda's next AAA project.
