Short answer: Both. Ross for the argument, Rachel for the breakup.
Ross was too clingy and drove her to propose the break, Rachel immediately regretted doing so and Ross interpreted it as they were literally broken up. He calls her at the behest of Joey & Chandler, only to hear the other guy (that Rachel had allowed in but rejected romantically,) and thinks his paranoia was confirmed, so he drunkenly sleeps with copy girl who has pursuing him all night. Rachel breaks up with him proper after she finds out and they have the long discussion in the apartment, where she decides she can't trust him and things have changed.
Of course, in the future it was proven that Rachel still wanted him and was the one stringing him back and forth (showing up at his wedding, initiating the sex that got her pregnant,) so if you really have to pick a person, Rachel.
