The main difference is writing - the extent of Bran's abilities and his motivations have to be a mystery to the audience so he is written as such whereas Doctor Manhattan articulated things but didn't care for the effects.

Bran's writing is so goddamn terrible. He's meant to be omniscient but they rarely show it. He just mutters bullshit.
