It wouldn't work. The note specifically says it can't make people do things that are impossible or inconceivable for them to do, and under those circumstances they'll just die of a simple heart attack.
Light tried to make a guy travel from his jail cell to the Eiffel Tower, and he just died because it was physically impossible. He tried to make another guy "draw L's face", but since he didn't know L or what he looked like he just died of a heart attack. It's generally implied that it has to be something that that person could potentially realistically do (For example there is a rule saying that anybody can be written to die of suicide, because all human beings have the capacity to wish to end their own life)

Mikami would probably be initially more effective because he doesn't have anywhere near an ego as Light's (he still took some joy in being seen as a defender of justice though). one issue is that Kira establishes he can control the times of death. I think with a Kira phenomenon you'd have a lot of people googling all sorts of criminals. Death Note was in the mid-2000s, I think the average person today would know it might be suspicious if every name they search immediately dies. Modern Light would know to stagger most of the deaths. He also gets a lot of names through the media, and today he could get a lot of names through social media. If people knew Kira needed a face and name, you'd have all sorts of communities posting that information on reddit, 4chan, and more. No google searching necessary.

A person could still be caught as you describe though, but with efforts to cover your tracks you'd be much harder to pick up in that sort of dragnet among all the noise that would be caused by the Kira phenomenon.

Also for the Death Note, what I would do is rip off the covers and burn those after I've learned the rules. Then you're just left with a coverless notebook, and you should dispose of the evidence as you write it in.

Again, I'm not sure how much "research" would be necessary. Light was basically googling criminals and killing whoever popped up on a feed when he wasn't consulting police files or television, but the internet has really blown up since the mid-2000s, there'd easily be dozens of places of Kira supporters talking and discussing worthy people to kill. No google searches needed. It'd only become a problem if the government made it illegal to participate in or look at such communities. Unless you go targeting political figures, the government probably won't violate the Constitution to randomly search the effects of all Kira supporters and Kira affiliates.

Someone suggests to L that they stop broadcasting people from the most wanted list and whatnot. L responds that if they did that Kira would simply target petty offenders or people who didn't even commit crimes. The idea was that challenging Kira by hiding the names of the guilty would just result in him killing the innocent, since Kira never backs down. by the stated rules, no bystanders can die as the result of actions written into a Death Note. essentially whatever all knowing force is able to present the length of a persons life will not be shortened by the Death Note unless their name is written in the Death Note.... it's stated in rules that if some bystander would have their life shortened by the actions written then they simply wont take place and the default heart attack will occur instead.
this is kept consistent throughout every adaption of Death Note, with the most collateral damage ever taken being light cuts and bruises.
if someone were ever to die as a bystander of a death note action it would only be because there time was up naturally anyways.

If I were Light I'd just go to college outside of Tokyo. He was still a high school student, and on top of that one of the best students in the entire country. Go to school in a different city, or even a different country (he's fluent in English iirc, could have easily gotten into Harvard/Oxford/Cambridge).

You delegate via the Death Note by killing someone close to someone with power and in their death actions communicating demands. It would no take long to modify current regimes of power to regimes which act on your behalf.
I mean Light even said it at one point, the victor decides what is justice, all he needed to do was take the reins of power and redefine justice and then what's an L gonna do? Arrest all the governments?

you can write 2 peoples names in the death note and have them kill each other no problem according to the rules, it's not collateral because it's written in the death note.
and like in the raye penbar keikaku doori theres nothing against someone writing in the death note for you, doesnt require ownership or knowledge of the death note to work.
all of that together is a strong case for Death Flix's application of it being perfectly fine.

It's established early on that you can't do that, it needs to be something they would have thought to do themselves. You only have a limited amount of control over someone before death.

meaning the DN doesnt really care about who's using it or why.
the DN only cares about procedural rules, the procedure is that it will shorten the life of someone who's name is written in it. it doesnt care how that name gets there. the anti-collateral rules are simply against death without use of a DN.

it's that it needs to be something they're capable of doing. the limit established for communication in the manga i believe was that someone couldnt draw a symbol they didn't know.
you can tell them to write things in their language just fine.
