IMO story comes before plot. The most tightly plotted piece of entertainment in the world would still be mediocre or shit without it having a good story. Story is built on development of emotion, both in the viewer and the characters. Plot is simply events causing other events, which by themselves are emotionless. Many books, movies and TV shows have the same plot. It's how it interacts with the characters and viewers that matters and creates a memorable experience.
